Italian Sharing Economy Act, the Move towards Public Consultation

BlablaCar and Airbnb are among the first and most popular services of Sharing Economy that are active in Italy, with an important economic impact, but a difficult framework for Italian legislation. 

These new innovative and evolving business models require an updated framework for legislation: in light of this need, on March 2nd, 2016, the Parliament’s Intergroup for Innovation presented to the Parliament a proposal for law n. 3564, “Regulation on digital platforms for the sharing of goods and services as well as regulations for the promotion of sharing economy,” already known as the “Sharing Economy Act”. 

Intergroup has also started a process of consultation on the platform “Making Speeches Talk”, with the goal of creating a public debate regarding the proposed law of sharing economy.  The objective of the consultation is to involve the largest amount of skills necessary to improve the proposal, as well as to incorporate very diverse aspects such as tax, labor and economic issues as well as protection of privacy.  The public consultation will last until May 31, 2016.  All the comments that will be received will be held in consideration by the deputies in the drafting of the final version of the law proposal; a Sharing Economy Act which stems from a “Shared Law.”
